These trousers are part of the military cold/wet weather layering system and are commonly referred to as rain pants, wet weather trousers, waterproof shell pants, or Level 6 trousers.
The Gen III Level 6 trouser is designed as a lightweight outer shell for protection against rain, wind, and wet weather while allowing room to be worn over uniform pants or base layers.
